This bird is exhibitting signs of the pox virus. Please know it's contagious to other birds. If you have other birds and brought it into your house, the other birds are exposed to it and now have it. This is why outside birds belong there.

Pigeons need to be kept outside for this reason. If indeed you brought this bird inside your house and you DO have other birds, get your birds to a vet ASAP. This is a very serious disease that needs to be taken care of.

Good Luck!
References :
20+ years of breeding, avian certified, avian behavioral specialist, 180+ pairs of birds, rescue, & a sense of humor LOL

Contact a licensed wildlife rehabilitator. You can find one here: http://www.tc.umn.edu/~devo0028/contact.htm

They have the specialized training to care for sick, injured and orphaned wild animals. They also have the state and federal licenses required in order to keep wild animals, even for a short time, until they are healthy enough to be released.

Do not attempt to capture the bird until you speak with a rehabber, and they tell you what to do. You do not know what the bird is suffering from, and if it is contagious.

Do not call a vet - vets are for pets and they rarely have the expertise or the desire to deal with wild animals. Do not contact the SPCA, the Humane Society or any other group that deals with pets. And do not contact animal control unless you want the bird destroyed.
References :
former volunteer - Avian Rehabilitation Center

You should bring it to a vet or call an animal rehaber in your area. The vets office should have that number.
References :
Look in the phone book and call a Wildlife Rescue right now! They should come over and take the dove. They will know what to do.

Thanks.
